Embassy Track: A Selection Process That Starts in Your Home Country
Unlike the University Recommendation route, this application track begins by submitting documents directly to the Japanese Embassy or Consulate General in the applicant’s country, not to a university in Japan or to MEXT itself. In Indonesia, the selection process is carried out by the Embassy of Japan in Jakarta and the Consulates General in Surabaya, Medan, and Denpasar.
The application process typically opens between April and May 2025, followed by document screening, written examinations, and interviews between May and July. For those who pass this first screening stage, their documents will then be forwarded to MEXT in Tokyo for further evaluation.
General Requirements and Required Documents
Applicants must have completed a bachelor’s degree or are expected to graduate before departing for Japan. There are no restrictions on the field of study, as long as the research topic is relevant and can be supported by a Japanese university.
The main documents generally required include:
- Application form
- University placement preference form (up to 3 choices)
- Study and research plan
- Letter of recommendation from an academic advisor
- Academic transcripts and the most recent diploma
- Medical certificate (using the official MEXT form, signed by a physician)
- Language proficiency certificate (optional but strongly recommended—such as TOEFL, IELTS, or JLPT)
All documents must be submitted in English or Japanese, with official translations if the originals are in another language. Applications sent directly to MEXT without going through the embassy will not be processed.
University Placement Process in Japan
Once MEXT receives the list of recommended candidates from embassies, it will coordinate with the Japanese universities selected by the applicants. At this stage, it is highly recommended that applicants contact prospective academic advisors at their chosen universities and attempt to obtain a Letter of Acceptance (LoA)—especially after passing the initial selection by the embassy.
Candidates who receive an LoA will be prioritized in the placement process, as this indicates a strong match between the proposed research topic and the university’s expertise.

Selected applicants will begin their studies in Japan during one of the following periods:
April 2026 (Spring semester)
September/October 2026 (Fall semester)
