Before starting their degree programs, scholars are required to attend intensive German language courses in Germany to ensure they can successfully integrate academically and socially.
Application Timeline and Process
- Application Period: June 1 – July 31, 2025
- Applicants must submit their applications directly to the chosen university and indicate their interest in the Helmut-Schmidt Programme.
- Universities will conduct an initial selection and forward shortlisted candidates to DAAD.
- Shortlisted candidates will be invited to attend a virtual interview (usually in October–November 2025).
- Final results will be announced between December 2025 and January 2026.
What the Scholarship Covers
This full scholarship offers extensive financial and academic support, including:
- Full tuition fee coverage, with no additional semester fees
- Monthly stipend of approximately €992 to cover living expenses
- Health insurance, accident insurance, and liability insurance
- Round-trip airfare from home country to Germany

- Mandatory intensive German language course (4-6 months) before the study program starts.
Eligibility Criteria
To qualify for the Helmut-Schmidt Programme, applicants must:
- Be citizens of a developing or emerging country (from Asia, Africa, Latin America, Eastern Europe, or the Middle East)
- Hold a bachelor’s degree obtained within the last six years in a relevant field such as social sciences, law, economics, public administration, or development studies
- Have strong academic performance (generally within the top third of their cohort)
- Have at least one year of relevant professional experience in public policy, governance, non-profit organizations, or related areas
- Demonstrate proficiency in English (and prepare for German language courses provided by the program).
