What is the Malaysia International Scholarship (MIS)?
Malaysia International Scholarship (MIS) is a fully funded scholarship program Ministry of Higher Education, Malaysia. This scholarship covers monthly living expenses, tuition fees, and easy access to more than 20 of the best public and private universities in Malaysia.
Interestingly, MIS 2025 does not require IELTS or TOEFL, does not require a Letter of Acceptance (LoA)when registering, and free of free-of-charge application, making it very friendly to applicants from various economic and academic backgrounds.
University Coverage
Applicants can choose from a total of 24 universities that work together, among them:
state University: Universiti Malaya (UM), Universiti Putra Malaysia (UPM), Universiti Teknologi Malaysia (UTM), Universiti Sains Malaysia (USM), and others.
Private university: National Energy University (UNITEN), Multimedia University (MMU), Petronas University of Technology (UTP), and INCEIF University.
Main Conditions and Criteria
Here are the main requirements to register for MIS 2025:
1. Open to ASEAN, OIC, Commonwealth, Africa, Latin America, etc. countries.
2. Full-time Masters (S2) and Doctoral (S3)
3. ≤ 40 years for S2, and ≤ 45 years for S3
4. Minimum GPA of 3.5 on a scale of 4.0 (equivalent to a very good grade)
5. Prepare the required documents: passport, diploma and transcript, CV, research proposal, motivation letter, and recommendations.
6. Not mandatory, but TOEFL/IELTS/Duolingo scores can be attached if available.
Facilities Covered
This scholarship covers all study costs and also provides:
1. Living cost allowance of RM 1,500 per month
2. Access to research and campus facilities
3. Student residence permit in Malaysia
4. There is no application fee for the scholarship program.
However, it should be noted that Airfare and visa costs are generally borne by the applicant themselves.

Registration deadline: June 30, 2025. Registration is done onlineonlinethrough the official MIS portal (listed on the source page). It is recommended to register for a scholarship first, just choose a university so as not to be charged university registration fees.

Important Tips for Applicants
